The following applies to all departments certified through OMHC to inspect manufactured homes. Please see OMHC 4781-6-02(A)(4) Referenced publications; (a) Incorporation by reference. (iii)(h) National Fire Protection Association (NFPA) "National Electrical Code" 2005. Per this section, OMHC is still under the 2005 NEC. To change to the 2008 NEC, OMHC will need to go through the State of Ohio Joint Committee on Agency Rule Review (JCARR) process of legislative rule review which takes 77 days. At this time we have no immediate plan to initiate this process. We will need to go through JCARR when we adopt HUD's final rules by October of 2008 and we may just wait and tack the NEC change on to that process. This is still an open question. However, I have done a review of NEC Articles 230 (services), 250 (Grounding), & 550 (Manufactured Homes) and I find no conflicts between '05 & '08 versions that would have an impact on OMHC inspections. If your ESIs find differently, by all means please let me know. Also, concerning a specific NEC interpretation; Reference NEC Article 550.16. Please read second sentence carefully. When we have the service equipment on a pole within 30' of the Manufactured Home, including; meter, disconnect & grounding electrode, along with a four conductor feeder to the panel in the home, we do not require a second ground rod at the home.
